John HorganThe voice of the people
"...the press has been teeming with instances of gross mismanagement on the part of the Governor - and I say because Governor, - he is the Czar of Western Australia."

John Horgan, Perth Town Hall, 23 May 1888
John Horgan was a populist, but he didn't believe in rights for all.  He wanted to specifically exclude any non British subjects and to bar Chinese immigration.
